Our Manifesto

Why We Are Here

Internet Governance is not a boring technical activity of narrow specialists. It is a fundamental process that determines the future of humanity in the digital age.

Decisions in Internet Governance affect:

  • Rights and freedoms of billions of people — freedom of expression, right to privacy, access to information
  • National security and sovereignty — protection of critical infrastructure, control over digital resources
  • Economic development — the ability of countries and companies to participate in the digital economy
  • Global stability — prevention of Internet fragmentation, cyber conflicts, information wars

Our Position

The open and international character of the Internet is not an optional feature, it is its fundamental property, without which it ceases to be the Internet.

We are convinced that the multistakeholder governance model is the only viable approach. Governments, business, civil society and technical experts must work together.

Our Mission

The Internet Governance Center is an independent, non-profit think tank created to conduct research, expert consulting, education, facilitate dialogue and represent Russia internationally in global Internet Governance processes.

Our Principles

Openness and transparency. All our research and recommendations are open to public criticism and discussion.

Independence. We do not represent the interests of any state, company or organization. We defend the interests of the Internet as a global public good.

Multistakeholderism. In our work, we actively involve representatives of all stakeholders.
